"In two of these states—Maine and Wisconsin—a Democratic governor can make the difference immediately. In Maine, Republican Gov. Paul LePage has vetoed Medicaid expansion five times. He has been the only obstacle. In Wisconsin, the governor has the power to accept the Medicaid expansion unilaterally, by executive order, and doesn't need the legislature."
